Weather Condition

	Tamparuli Ruhiang Hill Terms and Conditions
1.	Every Competitor shall fly at his/her own risk
2.	Each Competitor shall fly within the operating limitations of his equipments.
3.	Once the competition has started, competing glider may not be replaced. Damaged glider may be replaced if the competition director gives permission.
4.	Competitors must obey Aviation laws.
5.	A competitor who gets an accident must immediately report it to the organiser. The cost for rescue, including the cost for requesting a helicopter, will be paid by the competitor or his family, both in the case that there was any request for a rescue or the rescue was done because there was no report from the competitor. A competitor witnessing any kind of accident must try to inform the organiser as soon as possibel. The details of required information will be found in the section 35.
6.	Protective equipment Competitors must wear a protective helmet and carry a serviceable rescue parachute.
7.	Footwear Footwear must be suitable for safety in all valid wind directions. Heel and tip of competitor's footwear must not be modified such that it might damage an automatic measuring device.
8.	Personal Health Matters A competitor may not fly unless he/she is fit. Any drugs or medication that might the competitor's performance in the air are prohibited.
9.	Collision Avoidance A competitor must at all times keep lookout other gliders to avoid mid-air collision. A competitor involved in a collision in the air must not continue the flight if the structgural intergity of his glider is in doubt.
10.	Cloud Flying "Cloud Flying" means that a part of the glider or its competitor goes into the cloud and become invisible from third party. If any competitors have done cloud flying. the Competition Director may cancel the task of the day. Cloud flying is prohibited. Competitors will be watched by the organiser and other competitors.
11.	Ballast A Competiting glider may carry jettisonable ballast only in the form of water. A competitor shall avoid dropping ballast at any time in a manner likely to affect other competiting gliders and other third parties.
12.	Communication Instruments Radio transmissions are allowed for reasons of safety only and not to be used for the purpose of providing advantage competitive information such as target conditions.
13.	Safety Committee and Its Function Safety Committee shall be formed by three elected competitors. Safety Committee member shall report to the Competition Director when they found the conditions on course including around take off area became unsafe. According to that information, the Competition Director must dtermine whether the task shall be continued or not, although the competitions in flight shall have all the responsibility to decide to continus flying or not by themselves.
14.	Briefing There are a General Briefing and Task Briefing
	General Briefing All competitors should participate in the General Briefing. As for the important information, it will be posted on the official bulletin board. Task Briefing Tak Briefing will be held with all competitors using detailed weather forecast and an area map.
15.	Publications of Task Results Provisional result will be posted as soon as a round is finished. Provisional result must be published before the next round will be started. However, if there are re-launches awarded according to 25, it will not be the case. Complaints to provosional result must be lodged within the time limit of 30 (in case of the last round 10) minutes. After dealing all the complaints and protests, then acceptance of the Competition Director the provosional result will be official.
16.	Complaint A Complaint may be made through the Competition Director to request a correction. Prior to submitting a complaint, competitor must have sought address of the problem by asking to the person in charge. If the problem is resolved, the procedure stops there, if it is not, the competitor may proceed to complaint. Complaints must be made as soon as the problem arises. The time limit for complaint against provisional round results is 30 minutes after publication of them, except that after the last contest round it is 10 minutes.
17.	Penalties and Disqualification The Competition Director may impose penalties to competitors. Penalty Degree a) A Competitor who committed a severe violation shall be given maximum score for the round. b) Unsportsmanlike behaviors may result in disqualification from the event. All penalties will be published on the score sheets of the day.
18.	Protest If the complaint is not accepted, the competitor may make a protest to the Competition Director preferably before the start of next round. The time limit for protest is 30 minutes after the occurence of the problem, except that after the last contest task it is 10 minutes. A protest must be submitted to the Competition Director in writing with protest fee of RM10,000. It will be returned if the protest is upheld.
19.	Flying the Round Competitors should follow any flight course recommendations provided at the briefing and must not delay their approach to target by doing soaring.
20.	Launch Intervals Competitors will be launched at timed intervals to ensure adequate separation during final approach and landing, according to the conditions. The launch interval will be a minimum of 1.5 minutes between competitiors.
21.	Start System a) On 1st round of the competition the starting order will be according to the lottery b) On and after 2nd round, starting order of a round will be in reverse order of the ranking just before the round. So competitors should move to the take off as soon as you land. If a round on the final day is completed after 14.00, then the next round will be the final round.
22.	Take Off Competitors must fly in the published flying order according to their contest numbers, unless they have prior permission from the Launch Marshall. Competitors not ready to fly in the established flying order when called forward by the Launch Marshall or those who launch without the Launch Marshall's permission, will be liable to a maximum score penalty in lieu of their score for that round.
23.	Re-Launches A re-launch may be awarded only for the following reasons: - Wind Speed : The wind speed exceeds the specified limt during the time of 30 seconds before the competitor touches the landing point or Chief Judge considers that the target approach becomes difficult because of sever change of wind direction. The competitor will be automatically offered a re-launch. The competitor may choose to accept the score achieved or accept a re-launch. The competitor must make a decision immediately. - Target Obscured : The target is obscured during a competitor's final approach and the competitor does not attempt to land on the target. The competitor may indicate (point or call out) the obstruction as he lands. - Judges Disagree : The judges are unable to agree an accurate score for any reason. - Safety Reasons : The competitor changes his flight plans for safety reasons to avoid another competitor in the air, and does not attempt to land on the target. - Distraction : If there is any significant external distraction which demonstrably affects the competitor's target approach. - Judge Discretion : At judges' discretion on the grounds of a technical problem or abnormal conditions. This may be a failure with equipment (e.g a broken steering line or a big tuck during the flight) which is not a result of the competitor's poor pre-flight check, or massive sink such that the competitor is unable to reach the target or arrives with insufficient height to make a reasonable final approach . A re-launch may be authorised. Provided that the competitor does not attempt to fly to the target. A competitor may only request a re-launch following the disputed flight by applying to the Judge at the target before signing for his score. The competitor must register his request for a re-launch with the recording judge before communicating with any other perrson (with the exception of the Chief Judge) At the time a re-launch is awarded the competitor's score for the disputed flight will be cancelled. Re-launch shall take place at the end of the full round in which they were awarded, or at the discretion of the Competition Director, during that round. If a re-launch is not awarded and the competitor refuses to sign for the score this will be deemed to be a complaint and the time at which the complaint arose will be recorded and notified to the competitor.
24.	Competitor Separation Competitors in flight have to separate themselves by height to ensure safe and unobscured landing at the target. Overtaking at low altitude above the target is not allowed and may lead to maximum score penalty; it may be regarded as dangerous flying conduct (item 31).
25.	Signaling not to approach the target The official signal for competitors in the air to fly away from the target for safety reason is that a person or persons at the Measuring Field will clearly wave a red signal flag.
26.	Definition of Final Approach The Competitor is deemed to have started the final approach when, having turned to face the target, the Event Judge considers that the competitor has made his/her final commitment to making an approach to the target and is not expecting to have to make any significant changes of direction. Any further maneuvers undertaken by the competitor from this position will not detract from the above factor.
27.	Wind Speed Limitations Maximum wind speed allowed to run a round is 6.0m/s. When the wind speed is expected to exceed this limit during a round, the round will be halted until the wind has eased sufficiently. The upper winds, which are not measurable, are not taken into considearation.
28.	Target Obstruction The Competitor will be entitled to unobstructed visibility of the target during the final approach.
29.	Out Landings A Competitor landing outside the target area must report to the Judging Team as soon as possible. Failure to do so may invalidate any claim for a re-launch.
30.	Penalties a) A competitor who is jusged to have done cloud flying will be given a maximum score for the round b) A competitor who is judged to have done a dangerous flying will be given maximum score for the round.
31.	Event and Round Validity a) Round Validity TO count as a valid round all competitors shall have been given the opportunity to have at least one competition flight in that round. The results obtained in any round will count towards the score only when a round has been completed (i.e. When all of the competitors have received a score or a penalty). In the event of a break in the middle of a round, the competition will be resumed from where it left off. b) Event Validity The event will be validated as a Sabah-league when at least one round is validated. However to be valid as Sabah Championship at least 2 rounds must be validated.
32.	The Winner Shall be the competitor gaining the lowest aggregated score
33.	Guidelines for Assistance to a competitor in danger All competitors must pack their gliders immediately after landing: a glider lying open on the ground means "I need help!" A competitor witnessing any kind of accident must try to inform the organiser as soon as possible using the radio> Calling procedure: "MAYDAY, MAYDAY, MAYDAY" Give details of: Name and Number of the competitor reporting the accident Position of the vistim (GPS Coordinates) Name and Number of competitor in trouble Description of glider color and model in trouble The competitors who stopped the task and supported rescue actions will be awarded re-launch at the discretion of the Competition Director.
34.	Score Measurement Competitors will be scored on the distance in centimetres between the landing point (i.e. the first point of ground contact with a foot or feet) and the edge of the dead center disc. The score shall be 0 cm, if the landing point is at the dead center disc. The score will be rounded up to nearest whole number. - If the competitor lands outside the measuring field he scores a maximum score, which is the measuring field radius. - Landing has to be made on the feet. If a competitor falls at landing, he will receive a maximum score. A fall means if any part of the body ( excluding the feet) or equipment (excluding speed system, stirrup or tow yoke) touches the ground before the wing does. However only if a harness touches the gound slightly without bearing the competitor's weight, the competitor will receive the normal score plus 100cm penalty. - If a competitor lands with both feet together or lands in such a manner that the foot's first point of contact cannot be defined (heel, tip), then the furthest point of the footprint is measured.
35.	Competitor's Score The score of a competitor shall be the aggregate of all the scores achieved by that competitor. When five (5) or more valid rounds are completed, the worst one (1) score is dropped.
36.	Tied Scores In the event of any tie between the first three competitors, both (or all) will have an additional tie-breaker flight.
37.	Recording of Scores A competitor who did not fly is indicated DNF on the score sheet and accorded the maximum score. A competitor whi is disqualified for that round will be indicated DSQ on the score sheet and accorded the maximum scre. A competitor who withdraw for illness or accident will be accorded a maximum score for all subsequent rounds not flown. A competitor who is disqualified from the event shall no longer be counted as a competitor for the purpose of scoring.
38.	Automatic Measuring Device Scores up to maximum 15cm are measured by the automatic measuring device. A certain pressure must be applied by the competitor to the automatic measuring device to make it record the score. If an automatic measuring device is found to be defective or not reset and the first point of ground contact has been on it, judges may measures that competitor's score manually provided thay are able to do so with consistency and certainty.
39.	Validation of Scores A soon as is practical after the end of a round the recirder will post the score from the round (with the posting date and time clearly identified) on the main briefing labeled PROVISIONAL.Any protest with the scores must be lodged within the time limit defined in the local regulations. If there is no protest by the end of the time limit the round will be declared as OFFICIAL.
40.	Other Matters which are not dealt with in this Local Regulations will be judged based on the Paragliding Accuracy Sabah League Rules.
